Federal Supremacy and Selective Incorporation

Early Supreme Court rulings indicated that the Bill of Rights only applied to national law, not state law. But over time, these rights have been applied to state law through selective incorporation. The Constitution balances power between state and national governments, but many clauses award supremacy to the federal government.
