After WWI, experts debated the level of U.S. government involvement for protecting citizens from acts of political violence. In September 1920, an explosion occurred outside J.P. Morgan and Company headquarters, resulting in 38 deaths and hundreds of injuries. A. Mitchell Palmer declared the explosion was the terrorist attack he had foretold.
